## What Changed

The Province moved three regions up the drought scale in the last week of June — earlier in the season than either of the past two years. For licensed users, the practical meaning is watch-and-prepare. For unlicensed irrigators, it's sharper than that: when curtailment orders come, they follow the priority ladder, and users without a license aren't on the ladder at all.

> **The note:** drought years are when licence status stops being paperwork and becomes operations. If this is the year the sprinklers matter, it's also the year the licence does.

## One Thing Worth Knowing

A pattern from two files this spring: agricultural loan renewals where the water source came up in underwriting for the first time in the property's history. Not because policy changed — because a reviewer asked. The land's productive value assumes the water is legally secured; when it isn't, that assumption sits unpriced in the loan. The check takes minutes against the provincial registry, and it isn't on most rural checklists yet. The lenders who add it first will be the ones who never learn about the gap from a default file.
