British Columbia’s Agriculture Water Infrastructure Program reopened Stream 2, its community projects stream, on October 1, 2026\. Expressions of interest close **October 29, 2026, at 4:00 pm Pacific time**. Funding covers 50 percent of eligible project costs, up to $2 million per project, with no minimum. The Ministry of Agriculture and Food funds the program, and the Investment Agriculture Foundation of BC (IAF) delivers it.

The stream pays for shared works, not on-farm systems: dam and reservoir upgrades, dugouts and other water storage, replacing open ditches with pipelines, water delivery to the farm gate, new or expanded community water systems, agricultural water metering, and dike and drainage improvements.

**How to apply.** Eligible organizations apply through the [IAF Client Portal](https://iafbc.fluxx.io/?ref=bcgroundwaterwire.ca): sign in, open the Opportunities tab, and select AWP Stream 2\. New applicants must first create an account and register their organization, which IAF says can take up to two business days. The first step is an expression of interest that sets out the work, its cost, the water problem it addresses, and the benefit to agriculture. Any required assessments, engineering studies, and plans must be complete before applying.

IAF scores each expression of interest, allocating 80 percent to the water issue (supply constraints or flood risk for diking and drainage) and 20 percent to agricultural benefit. Applicants who pass are invited to make a full application, with invitations expected around January 2027\. An invitation is not a funding approval. For help, contact IAF at [awp@iafbc.ca](mailto:awp@iafbc.ca) or 250-940-6150.

**Who it affects:** BC-based irrigation and improvement districts, local governments and regional districts, water users’ communities, agricultural and conservation non-profits, and Indigenous communities, governing bodies, and organizations. Certain community water supply groups and public corporate bodies also qualify.

A BC farm or ranch cannot apply to Stream 2 itself but can benefit through the district, community, or local government that serves it. Diking work is closed to diking districts and improvement districts, and IAF’s guidance on districts is inconsistent elsewhere, so a district should confirm with IAF before preparing an application.

**What hasn’t changed:** Funding does not replace a BC water licence. For seven of the nine kinds of project, the program lists a water licence for the proposed use of the source (an aquifer or a stream), and for any storage, among its requirements. If permits are still under review, an otherwise complete application can be approved only on condition, for up to 18 months, and no spending or work can begin until the conditions are met and the funding agreement is signed.

Costs incurred before approval are not reimbursed. Water well construction is not an eligible cost unless an activity says otherwise, and none of the nine does. Water quality treatment is also excluded. The program’s other three streams, including Stream 1 for individual producers, remain closed.
