- Description: Three parts: a one-time application fee of at least $250, an annual rental set by purpose and quantity, and whatever technical work the review asks for. The Province’s rental examples run from $50 a year for a dairy herd to $377 for 120 acres of forage. Domestic use costs nothing.

Three things, and the fees are the smallest. A groundwater licence in British Columbia costs a one-time application fee, an annual rental for as long as the licence stands, and whatever technical work the Province’s review asks for. Household use costs nothing: domestic groundwater users are [exempt from licensing, fees, and rentals](https://www2.gov.bc.ca/gov/content/environment/air-land-water/water/water-licensing-rights/water-licences-approvals/new-requirements-for-groundwater-users?ref=bcgroundwaterwire.ca).

The application fee. “There is a one-time application fee (minimum $250) that is processed at the end of your online water licence application,” says the Province’s [page for groundwater users](https://www2.gov.bc.ca/gov/content/environment/air-land-water/water/water-licensing-rights/water-licences-approvals/new-requirements-for-groundwater-users?ref=bcgroundwaterwire.ca), and most fees vary with how much water is required and how it is used. Existing users who applied by March 1, 2022 paid none. Everyone applying now pays it, and the application is not processed until payment is received, by the Province’s [fees page](https://www2.gov.bc.ca/gov/content/environment/air-land-water/water/water-licensing-rights/water-licences-approvals/water-application-fees-rental-rates?ref=bcgroundwaterwire.ca).

The annual rental. Rates depend on the quantity authorized and the purpose. The Province’s own [example sheet](https://www2.gov.bc.ca/assets/gov/environment/air-land-water/water/water-licensing-and-rights/pricing-selected-users%5Ffeb%5F2018.pdf?ref=bcgroundwaterwire.ca), dated February 2018 at rates in force since 2016 and still linked from its fees page, gives $50 a year for 100 head of dairy cattle, $78 for 50 acres of blueberries on drip irrigation in the Lower Mainland, and $377 for 120 acres of forage in Kamloops. The [minimum is $50](https://www2.gov.bc.ca/gov/content/environment/air-land-water/water/water-licensing-rights/water-licences-approvals/water-application-fees-rental-rates/frequently-asked-questions-about-water-billing?ref=bcgroundwaterwire.ca), and the Province’s [Water Rent Estimator](http://www.env.gov.bc.ca/wsd/water%5Frights/water%5Frental%5Frates/calculator/index.html?ref=bcgroundwaterwire.ca) gives a figure for your own purpose and quantity. For an existing user the rental [reaches back to 2016](https://bcgroundwaterwire.ca/bc-groundwater-rental-bill-back-to-2016/); for a new user it runs from the date the licence is issued.

The work. Every application gets a technical review to confirm water is available at the source, and the decision maker may require additional information and assessments, by the Province’s [application page](https://www2.gov.bc.ca/gov/content/environment/air-land-water/water/water-licensing-rights/water-licences-approvals/apply-for-a-water-licence?ref=bcgroundwaterwire.ca). It publishes no figure for that work, and that is where the cost of a licence varies most. Later changes carry a fee of their own: every [amendment](https://www2.gov.bc.ca/gov/content/environment/air-land-water/water/water-licensing-rights/water-licences-approvals/amend-or-abandon-a-water-licence?ref=bcgroundwaterwire.ca) except abandoning the licence or giving notice of mortgage security.

**The Note:** Budget for the assessment, not the fee. The $250 and the $50 a year are the cheap part; what a review asks for on a bigger well is where the money goes, and that depends on the volume and the aquifer.

**Who should pay attention:** Farms and businesses in BC planning a license application and buyers pricing a property whose water needs one.

**What to do next:** Work out your purpose and your annual quantity first; both set the fee and the rental. Run them through the Province’s estimator. Then ask what the technical review will want for your volume and source before you count the cost.
